NYSCOPBA represents over 23,000 New York State employees in the Security Services Unit. Our Union was formed in 1998 and since that time has provided superior representation to the membership under the independent and democratic model. Our objectives are to improve the terms and conditions of employment, protect our members contractual rights, provide high quality representation in the collective bargaining process, communicate effectively with the membership, achieve legislative gains, and to promote the overall welfare of our members.

Program Announcement

Overview


The NYS/NYSCOPBA Labor-Management Committee (LMC) coordinates and administers programs in support of the collective bargaining agreement between New York State and NYSCOPBA. The LMC works to improve labor and management cooperation at all levels by developing programs that build understanding and improve communications.

Key functions of the NYS/NYSCOPBA LMC are to provide technical assistance to local and regional labor-management committees, to increase communication, and to promote harmonious labor-management relationships through the development of programs that address the issues of morale, skills, abilities, job performance, productivity, and lifestyle concerns.

Article 25.6 and Article 13.1 of the bargaining agreement recommend programs that support education and address the unique work life issues confronting security and law enforcement employees.

Funding and Structure- The program decisions and direction of the JLMC are determined by representatives of both the union and management. Funds available for JLMC programs are part of the collectively negotiated agreement. The programs administered by the JLMC are funded through Article 13 and Article 25 of the Agreement. Once a program is approved for funding by the JLMC, it is subject to the same secondary approval process required by all State agencies. The Division of the Budget must allocate the negotiated funds before expenditures can be made. All JLMC expenditures are pre-audited by the Governor's Office of Employee Relations Division for Administration prior to final approval by the Office of the State Comptroller.

Executive Committee- All projects and program activities are approved by an Executive Committee prior to implementation. The Executive Committee consists of the Director and an Associate Director of the Governor's Office of Employee Relations and NYSCOPBA's President and Executive Vice-President.

Project Review Committee (PRC)- The PRC is responsible for reviewing program proposals and making recommendations to the Executive Committee on the initiation and funding of programs. The four member PRC includes two union representatives and two management representatives.

Committee Staff- The JLMC staff serves as liaison between State agencies/facilities, the PRC and the Executive Committee. Staff consists of two people who work to insure proper implementation of programs and that policy and practices are appropriately interpreted.

 

Committee programs support:

Career development for State employees whose positions are assigned to the Security Services Unit;
Creative and imaginative training efforts at the agency level;
and assist employees in meeting specific occupational needs consistent with the mission of their agency, and to also further their personal growth and development;
an effective labor-management process between representatives of the State and NYSCOPBA.

 

Programs

 

Article 25.6 Labor-Management Committee Programs

The NYS/NYSCOPBA labor-management grants programs provide funding for quality of work life efforts for members of the respective union. Grant funds are awarded to State agencies/facilities that actively involve a labor-management process in the development, administration, and evaluation of their project. Local labor-management committees are encouraged to submit proposals under the categories of, Health/Fitness, Education/Training, Break/Kitchen Equipment, Miscellaneous, and Pilot /Experimental.

Refer to the Labor-Management Grants guidelines to read about the opportunity for labor and management to develop new and creative program ideas and identify specific projects to improve the work life of NYSCOPBA -represented employees. The Equipment Replacement Grants application process provides local labor-management committees the opportunity to replace worn out, broken equipment originally purchased through the Labor-Management Grants Program.

A Project Review Committee Meeting to review Labor-Management and Equipment Replacement Grant proposals is scheduled for January 14, 2010. The cut-off date for submitting proposals for this review is January 4, 2010. Grant proposals will be accepted during the Award Period on a continual basis as long as funds are available. The next PRC meeting date is to be determined.

 

Article 13.1 Education and Training Programs

Article 13 of the NYS/NYSCOPBA bargaining agreement recommends programs that support education and training, and addresses the unique work life issues confronting security and law enforcement employees. These programs encourage local labor-management initiatives in creating projects conducive to constructive employee relations.

Tuition Reimbursement Program - reimburses applicants for a portion of the covered tuition expense up to a fiscal year maximum. The program encourages career development and provides financial assistance to members for educational activities which support or improve the skills required for current job assignments or for fulfilling career-related course work.

Agency-Specific Grant Program - is intended to encourage creative training efforts at the agency level; prepare agency employees to advance to more responsible positions; retrain employees affected by organizational or technological change to meet new job requirements; enable Security Services Unit employees to participate in new State career programs; assist employees in meeting specific occupational needs consistent with the mission of their agency; and to further their personal growth and development.
