While making security rounds of the inmate bathroom, Officer observed inmate smoking in one of the bathroom stalls. Officer ordered the inmate to produce his ID card and place his hands on the wall for a pat frisk. Inmate refused officers orders and then charged at the officer, shoving him and then striking Officer in the right eye with a closed fist. Another Officer observed inmate strike the officer. Officer pulled his alarm on the radio activating a red dot and responded to the incident. Officer drew his state issue baton, striking inmate several times. When baton slipped from his hand, Officer then used closed fist strikes to ward off the attack. Officer then entered bathroom,  and using body holds took inmate to the floor. Inmate continued to struggle. Another officer responded to the red dot and entered the bathroom area where he observed the altercation. Officer used body holds and closed fist punches to the torso in an attempt to gain control of inmates arms. Inmate continued to struggle with all three Officers, refusing all orders to place his hands behind his back. Another Officer responded where he observed the Officers struggling with inmate. At this time Officer used OC pepper spray, administered two applications of two one second bursts to the head and face of inmate. At this time Officers were able to gain control of inmate’s arms and apply mechanical restraints. Inmate then became compliant.
