During am program movement, an inmate which had been spoken to during breakfast, came off his dorm to confront the Officer.  The inmate had no program and was not dressed properly.  The inmate was yelling and screaming and waving his arms violently and went right up to the Officer to confront him.  The Officer attempted to deescalate the incident by directing the inmate to calm down and return to his dorm, which he refused and cursed at the officer.

Due to this inmates strange behavior, and in an attempt to calm down and control the inmates behavior, the inmate was directed into a pat frisk position, which he complied.  Due to the inmate’s erratic behavior the Officer attempted to do a pat frisk.  The inmate came out of the pat frisk position and attempted to strike the Officer in the head with his right elbow.  The Officer used body holds to secure the inmate and they both went to the ground.  The Officer controlled the inmates movements and applied hand cuffs.

Once the inmate was taken to medical he was found with a control substance (drugs) in his pants pocket.
