Officers were escorting inmate from his cell to the tier office when inmate refused staff direction to exit D-block. SGT was notified and ordered inmate to comply with staff direction, which he refused. As Officer attempted to apply mechanical restraints on inmate, he turned and drove his right shoulder into Officer’s chest. Officers then used body holds to force inmate to the floor. Inmate continued to violently struggle and attempt to break free from staff control. Responding Officer applied one application of pepper spray to inmates head and face. Officers then used body holds and mechanical restraints were applied and the inmate became compliant. The inmate was escorted on camera from D-block to the infirmary for assessment, decontamination and use of force photo’s. While preparing for use of force photo’s, inmate struck Officer in the left side of the face with a closed fist, rendering him unconscious. Inmate began throwing closed fist punches at responding staff, then made a failed attempt to kick Officer who was lying defenseless on the ground. Body holds were used on a non-compliant inmate to gain control and mechanical restraints were applied.
