Parolee called the Rochester parole office and advised them that he was on the way to the office to kill everyone and himsel f. At 11:19am the building was placed in lockdown. At 11:30am parolee approached the safety perimeter with hands in the air and surrendered to Rochester Police Officers and was taken into custody.
