Mess hall traffic officer ordered inmate to leave the mess hall for go-back. Inmate got up and stopped to talk to another inmate. After refusing a 2nd direct order to leave the mess hall, Officer said “Let’s go”. Officer then saw inmate make hand contact with another inmate. Officer followed inmate out of the mess hall and ordered him to submit to a pat frisk. While attempting to do so, inmate struck Officer with his left elbow to the Officer’s left temple. Officer immediately forced inmate to the wall and then secured the inmate in a bear hug body hold and took inmate face first to the floor allowing another Officer to force both hands behind his back and apply mechanical restraints.
